House Releases Certified Tax Laws to Address Public Concerns

The House of Representatives has made public the certified versions of four recently enacted tax reform laws following concerns over conflicting copies circulating in the public domain. The release was approved by the Speaker, Rt Hon Abbas Tajudeen, PhD, GCON, in coordination with the Senate President, Senator Godswill Akpabio, GCON.
The decision follows complaints from lawmakers and members of the public who raised questions about the authenticity of some versions of the laws in circulation. A member of the House formally drew attention to the issue during plenary, prompting an internal review and the immediate publication of the Certified True Copies to provide clarity and ensure public confidence.
According to the leadership of the House, the certified documents include the endorsement and assent pages signed by President Bola Ahmed Tinubu, GCFR, President and Commander in Chief of the Armed Forces of the Federal Republic of Nigeria. Officials said the move was intended to counter misinformation and reaffirm the integrity of the legislative process.
The Speaker directed that the documents be released for public record, verification, and reference, stressing that the National Assembly remains the sole custodian of authentic legislative texts. He noted that each law passed by parliament follows a clearly defined constitutional and procedural pathway, from drafting and debate to passage, assent, certification, and archiving.
The four Acts released are the Nigeria Tax Act 2025, the Nigeria Tax Administration Act 2025, the National Revenue Service Establishment Act 2025, and the Joint Revenue Board Establishment Act 2025. Together, the laws form the core of the Federal Government’s tax reform framework, aimed at strengthening revenue administration, improving compliance, reducing inefficiencies, and enhancing coordination across federal and state tax institutions.
Throughout the legislative process, the House said extensive consultations were held with stakeholders, alongside committee reviews and detailed clause by clause consideration during plenary. The Speaker maintained that the reforms were guided by fairness, clarity, and adherence to constitutional requirements.
In a statement, Speaker Abbas emphasised that only documents certified and released by the National Assembly should be regarded as authoritative. He urged the public, professionals, and institutions to disregard any other versions that lack official certification.
To ensure uniformity, the Clerk to the National Assembly has completed arrangements with the Federal Government Printing Press for the accurate production of the Acts. Hard copies have been distributed to members of the House and the Senate and made available to the public.
Meanwhile, an Ad Hoc Committee chaired by Rt Hon Muktar Aliyu Betara, OON, continues its work to determine how unauthorised versions of the laws entered circulation and to recommend safeguards against a recurrence.
The House of Representatives reaffirmed its commitment to transparency, the rule of law, and accountable governance, stating that it will continue to strengthen internal controls to protect the credibility of Nigeria’s legislative records and processes.
